https://ejournal.uinsaid.ac.id/index.php/buana-gender/article/view/8390
<div class="page" title="Page 1"> <div class="layoutArea"> <div class="column"> <p>The City of Banda Aceh, the capital of Aceh Province, has been committed to developing a Child-Friendly City Policy since 2013. However, to date, the City of Banda Aceh has still not achieved Child-Friendly City status, as evidenced by the absence of an increase in ranking in 2023 compared to the previous year. This city continued to maintain its Nindya level by the assessment in 2022. This research aims to identify efforts and inhibiting factors in developing Child-Friendly City policies, especially in the institutional cluster aspect. Using Institutional Development Theory by Milton J. Esman (1967), this research applies qualitative methods. Research findings show that Banda Aceh has not achieved Child-Friendly City status because the institutional indicators of a Child-Friendly City are not yet optimal, resulting in the fulfillment of children’s rights not being implemented comprehensively. The obstacles that cause Banda Aceh not to achieve this status involve limited budget resources, the absence of a Regional Action Plan, a lack of understanding of human resources regarding policies, minimal involvement from the business world, and the impact of the COVID-19 pandemic. Suggestions include: (i) Evaluate budget resource allocation for KLA, (ii) Immediately develop RAD-KAL as a guide for program implementation, (iii) Increase understanding of human resources through training, (iv) Encourage formal collaboration with the business world, (v) Designing an adaptive strategy for the disruptive impact of the pandemic for KLA.</p> <div class="page" title="Page 1"> <div class="section"> <div class="layoutArea"> <div class="column"> <p>Keywords: Banda Aceh; Child- Friendly City; Public Policy.</p> </div> </div> </div> </div> </div> </div> </div>Asyiatun NabilaSaddam RassanjaniAfrijal Afrijal

https://ejournal.uinsaid.ac.id/index.php/buana-gender/article/view/8359
<p>This research is motivated by the fact that several cases have been found where veiled women experience marginalization both in society due to their style of veiling (<em>niqab</em>) and in the workplace. This is certainly contrary to the intent of the Qur'anic verse prescribing veiling, which is meant to protect women. Therefore, this study aims to re-examine the Qur'anic verses that discuss <em>jilbāb</em> by considering the inclusive space for women in the public sphere. This research uses a phenomenological approach, intertextual method, and Margot Badran's Islamic feminism theory. This study finds that the interpretation of the <em>jilbāb</em> verse shows a trend that the essence of the <em>jilbāb</em> is to protect the dignity and honor of women, with various interpretations of its form. Some interpret <em>jilbāb </em>as a cloth covering the head of a woman, while others see it as modest clothing. Initially, the protection prescribed by the <em>jilbāb</em> was understood internally as a command to cover the 'awrah. However, as cases of marginalization against veiled women have emerged, the<em> jilbāb</em> can now be understood not only as protection through covering the 'awrah but also as protection of women's rights legally and socially. Therefore, this study does not justify the marginalization of veiled women for any reason.</p>Muhammad Ainun NajibMuhammad Naufal HakimAbdul Kadir RiyadiM. Afif Wafiudin

https://ejournal.uinsaid.ac.id/index.php/buana-gender/article/view/8170
<p>Students with all the activities they undertake, have responsibility for their environment, because they both have complementary responsibilities. Various activities that require order from the students, of course, must be done together without exception looking at gender (men and women have the same position), but the reality that occurs is that patriarchal culture often corners women (santriwati) as objects of gender injustice. This article aims to see how the perception of Women Ulema towards efforts to resolve patriarchal hegemony in Islamic boarding schools. The data was obtained through interviews with Female Ulama, namely Nyai, who also plays a role in the academic field. The results of this research found several efforts to resolve patriarchal hegemony in Islamic boarding schools, namely by improving the learning system in Islamic boarding schools, training leadership, conducting conservative education, reframing the understanding of religious doctrines that are not women-friendly and fair in dividing tasks between male and female students and prioritizing human values (humanization). So this research is very interesting and becomes a new study because it focuses on solving women's resistance efforts that have not been able to tear down patriarchal fortresses.</p>Dera Emilia PrastiwiIrzum Farihah

https://ejournal.uinsaid.ac.id/index.php/buana-gender/article/view/8666
<p>Criminal acts of sexual violence are widespread in society, and the aim of the research is to study and analyze a decision. The research methods used by researchers are normative juridical with case, statutory, and philosophical approaches. The primary legal material is the Sexual Violence Crime Law and Decision Number 72/Pid.Sus/2023/PN.Bau. while secondary materials: books, journals, etc., the interpretation used is grammatical and systematic interpretation. The results of the research show that the paradigm used by the Panel of Judges does not have a victimology perspective, as evidenced by the statement expressed by the victim witness who explained that the defendant was not the perpetrator of a crime of sexual violence, while the actual perpetrator had been appointed by the victim witness based on the photo submitted by the Counselor. The law and the perpetrator are still at large, while the defendant was legally and convincingly found guilty of committing the crime of sexual immorality. Therefore, the Panel of Judges ignored the facts of the trial. Apart from that, the panel of judges did not interpret the victim's witness statement as a standalone piece of evidence as regulated in the Sexual Violence Crime Law. So the author's suggestion is that it is important for the judge to have the victim's perspective, in this case, what the victim said is information that must be acknowledged at trial and It is necessary to evaluate the panel that examined and decided the case.</p>Muh Sutri MansyahHadi SupriyantoKaswandiErick BasonSulayman

https://ejournal.uinsaid.ac.id/index.php/buana-gender/article/view/7387
<p>This study aims to perform reliable analysis and factor analysis of the TSCC instrument to measure trauma in CSA survivors. This research method used the CFA technique while the sample of this study was 62 children with several criteria, namely aged 8 to 17 years, had a history of experiencing sexual violence in the previous two years, and were willing to participate in this study. The results of this study indicate that the CSA instrument is proven to be reliable with score 0.862 and the EFA results show that there are two factors formed. The first factor consists of post-traumatic stress, anxiety, dissociation and sexual concern which is called the neuroticism factor. The second factor consists of depression and anger which is called the depression factor. It is hoped that the results of this study will be able to provide a valid instrument for measuring trauma so that it can be applied to children who have experienced CSA so they can get the right intervention to heal their trauma.</p>Rayinda FaizahHermahayu Hermahayu
